Abstract. Need for
regulation of administrative punishment illustrated by the example of the
principle of prohibition of a change for the worse. This contribution points out
interpretation problems of present regulation of Administrative Punishment. He
analyses national and international regulation especially with reference to the
requirements of Convention for the Protection of Human Rights and Fundamental
Freedoms. According to the research findings, the author points out the need the
comprehensive regulation of administrative punishment. He also defines the
essential problems for solving before the start of the works on the new law.
